PMI POSITION STATEMENT
ON TRADE PROMOTION AUTHORITY (TPA)
Issue:
"Fast-track" trade negotiating authority has traditionally required Congress to accept or reject a trade deal negotiated by the president within 90 days with no amendments allowed. The last reauthorization of fast-track expired in 1994.
The Bush Administration would like to have fast-track authority by November when the World Trade Organization meets for a new round of global trade talks. But Congressional support for trade initiatives has been weak. Bipartisan congressional talks have made little progress toward a compromise version of a bill.
The White House and House Republicans are currently trying to write a bill that would give the President fast-track authority and address labor and environmental concerns. Democrats are expected to release an official Democratic fast-track proposal, which most Republicans will oppose.
Position:
The Plumbing Manufacturers Institute (PMI) strongly supports free and fair trade. PMI supports giving the President fast-track authority to negotiate trade deals. Fast-track legislation should require the President to include protection of intellectual property in any trade deal. In addition, U.S. trade law should be modified to include indirect subsidies as unfair trade practices.
